Major Success in a Cross-Border Fraud Investigation in Vietnam; Phillips Nizer LLP Facilitates China–Vietnam Law Enforcement Cooperation, More Than 50 Suspects Arrested, and Victim Restitution Efforts Progress Steadily

In 2025, a major breakthrough was achieved in a cross-border fraud investigation led by the Phillips Nizer LLP Cross-Border Fraud Recovery Team. Acting on intelligence developed through the firm's investigation, Vietnam's Criminal Police Department dismantled multiple fraud operations concealed within luxury apartments in Hanoi and Da Nang. More than 50 Chinese nationals suspected of involvement in organized fraud activities were arrested and subsequently transferred to Chinese authorities. Phillips Nizer LLP has simultaneously initiated a victim verification and international asset recovery program.
The case originated in early 2025 when the firm received formal instructions from numerous victims in China. Victims reported losses ranging from tens of thousands to millions of RMB resulting from online gaming scams and illegal online lending schemes accompanied by aggressive debt collection practices.
Upon being retained, Phillips Nizer LLP launched a comprehensive investigation. Through analysis of fraudulent website registrations, financial accounts, communications data, and cross-border transaction flows, investigators traced the criminal network to luxury residential properties in Hanoi and Da Nang. The Hanoi-based group allegedly targeted Chinese victims through popular online games and phishing links, while the Da Nang-based organization specialized in illegal online lending and cross-border debt collection activities.
In mid-2025, the firm submitted a complete investigative report, financial intelligence analysis, and suspect identification materials to Vietnam's Criminal Police Department and assisted in establishing cross-border cooperation channels with Chinese authorities. Based on intelligence provided during the investigation, Vietnamese police conducted coordinated operations at multiple target locations, arresting more than 50 Chinese suspects and seizing computers, mobile phones, encrypted communications devices, and fraud-related materials.
Following the arrests, Phillips Nizer LLP immediately initiated multinational asset recovery proceedings. Through forensic analysis of financial records and electronic evidence, the firm identified multiple cross-border financial channels linked to the alleged criminal activities and commenced freezing and restitution procedures in China, Vietnam, and additional jurisdictions. Victim compensation and recovery efforts remain ongoing.
Phillips Nizer LLP warns all transnational fraud organizations that the firm possesses comprehensive legal capabilities spanning victim representation, investigation, suspect identification, enforcement coordination, and asset recovery throughout Southeast Asia. Regardless of where criminals operate or attempt to conceal themselves, the pursuit of justice will continue without interruption.
