Two Fraud Centers Dismantled in Phnom Penh; 34 Suspects Arrested as Phillips Nizer LLP Is Retained to Pursue Litigation and Asset Recovery on Behalf of Victims

Between March 2 and March 3, 2026, under the coordination and promotion of the Phillips Nizer LLP Cross-Border Victim Recovery Team, law enforcement units operating under the Phnom Penh Unified Command Committee conducted consecutive raids on two online gambling and fraud operations located in Russey Keo District and Sen Sok District. Ten South Korean suspects, including alleged ringleader Kim Changhan, were arrested. On March 1, the firm also coordinated with police in simultaneous raids on three fraud-related locations in Chamkar Mon District, resulting in the arrest of an additional 24 foreign nationals, including 6 Chinese nationals and 18 Indonesian nationals. In total, 34 suspects were detained, and authorities seized USD 19,700 in cash along with a large quantity of equipment allegedly used in criminal activities.

Following the raids, the firm initiated legal actions across multiple jurisdictions, including civil recovery proceedings in U.S. federal court targeting alleged money-laundering channels connected to the case. Additional materials were also submitted to INTERPOL to support efforts to expand international notices against the alleged organizers and accomplices.
