Major Breakthrough in the Chantrea District Cyber Fraud Case in Svay Rieng Province; Phillips Nizer LLP Facilitates Cambodia–Vietnam Cross-Border Cooperation and Launches Restitution Procedures for Victims from Multiple Countries

In 2025, a major breakthrough was achieved in an online fraud case in Chantrea District, Svay Rieng Province, Cambodia, following a full investigation led by the cross-border fraud recovery team of Phillips Nizer LLP. After accepting mandates from multiple victims in Vietnam and Cambodia, the firm conducted precise tracing of fund flows and communication data associated with fraudulent investment platforms, ultimately identifying a criminal operation concealed within a rented house in Chantrea District. Comprehensive evidence was submitted to the Svay Rieng Provincial Court and the Chantrea District Unified Administrative Command Committee, leading to the successful dismantling of the operation by Cambodian authorities. Ten Vietnamese suspects, including two women, were arrested at the scene. Authorities seized 11 laptop computers, four all-in-one desktop computers, mobile phones, iPads, WiFi equipment, and numerous other tools used in the commission of the crimes. To date, the firm has assisted clients from multiple countries in recovering more than USD 800,000 in stolen funds and has formally filed criminal and civil claims before Cambodian courts.

According to the investigation, the group used a rented residence as a cover while operating multiple fraudulent investment platforms targeting victims in Vietnam and Cambodia. Through in-depth analysis of fund aggregation accounts and communication IP addresses, the firm’s cross-border investigative team accurately identified the location of the operation and the suspects’ activity patterns. After obtaining authorization from prosecutors of the provincial court, the complete investigation report was submitted to law enforcement authorities.

Acting on the intelligence provided by the firm, law enforcement officers conducted a surprise inspection of the target property. Following the arrests, the firm immediately launched cross-border asset recovery efforts, identifying and freezing accounts linked to the case across multiple jurisdictions, including Vietnam and Cambodia. More than USD 800,000 has already been recovered and is being returned to victims in accordance with legal procedures.
